Elfin Forest is a rural community, and residents are passionate about preserving the character, beauty, and traditions that make it special. We ask all residents and visitors to respect our community and follow these simple guidelines.

Best Practices

Get involved.
Participate in community activities, volunteer, and help support the neighbors and organizations that make Elfin Forest a strong and connected community.

Share the road safely.
Slow down and use extra care when passing horses, other livestock, pedestrians, cyclists, and children on our rural roads.

Respect the environment.
Dispose of manure properly, protect our open spaces, and keep dogs on leash when hiking through protected habitat areas.

Be prepared for emergencies.
Learn about wildfire preparedness and identify your block captain. Block captains are neighbor volunteers who share important information by phone, text, or email, but you must be on their contact list to receive alerts. To find your block captain, contact Mickey Cross at mickeykc@juno.com.

What to Avoid

Outdoor Lighting

Elfin Forest has a “Dark Nighttime Sky Policy.” Residents value our dark skies and the ability to enjoy the stars and natural nighttime environment.

Please help preserve this resource by:

  • Turning off unnecessary exterior lighting after 10:00 p.m.

  • Directing exterior lighting downward to reduce scattered light and glare.

  • Choosing appropriate dark-sky-friendly fixtures.

Livestock

Many residents raise, train, and keep large animals. Please stay out of other residents’ pastures and do not approach, touch, or feed livestock without the owner's permission.

Firearms

No shooting is allowed on private properties in Elfin Forest.

Trespassing

Unfenced land is still private property. Please respect property rights and obtain permission before entering another person's land. Never pick fruit from someone else's trees, even if the trees are not fenced.

Trail Access and Rights-of-Way

Trails may cross or pass near private property and may have been used by the community for generations. Before fencing, blocking, or altering a trail on your property, please contact the Town Council Trails Committee. San Diego County provides legal protections for dedicated trail easements.

Trail Use

Elfin Forest trails are intended for hiking, horseback riding, and mountain biking. Motorized vehicles, including ATVs and motorcycles, are prohibited on community trails.

Dumping

Please do not dump trash on private property, in open spaces, or along dirt roads. If you witness illegal dumping, contact law enforcement, take a photograph if safe to do so, and note the vehicle license plate information.

Other Important Reminders

  • Please observe speed limits: 15–20 mph on private roads and 40 mph on Elfin Forest Road.

  • Please conserve water.

  • Never set off fireworks. We live in a high fire-risk area.

  • Do not discard cigarette butts. A small spark can create a devastating wildfire.

  • Do not cut fences or leave gates open.

  • Avoid planting poisonous plants along property lines and fence areas.

  • Do not post unauthorized advertising or signs within the community.

  • If you find a lost pet and believe it belongs to a neighbor, contact your block captain or a Town Council Board member before taking the animal to a shelter. Please allow local communication efforts an opportunity to reunite pets with their owners.
