Town Council Board of Directors

The Elfin Forest Harmony Grove Town Council is governed by a volunteer Board of Directors elected by the community. Board members donate their time, experience, and energy to represent the interests of residents and to help preserve the rural character, natural environment, and quality of life that make Elfin Forest and Harmony Grove unique.

The Board works closely with residents, County staff, elected officials, community organizations, and partner agencies to address issues including land use, conservation, public safety, transportation, trails, communications, and community events.

Board meetings are open to the public, and all residents are encouraged to attend, participate, and share their ideas. Elections for the Board of Directors are held annually, providing every voting resident an opportunity to help shape the future of the community.

Sutherland

Scott Sutherland and his wife, Samantha, have been residents of Elfin Forest since 2012. Scott joined the Elfin Forest Harmony Grove Town Council board in 2016 and has served as chairperson since 2023. He is dedicated to perpetuating the "Keepin' It Rural" ethos of our community. Professionally, he is president of his family wholesale fastener distributorship. Like many community members, Samantha and Scott share a love for nature and animals, domestic and wild, and they enjoy tending a menagerie of dogs, cats, horses and goats.

JP Theberge and his family moved to Elfin Forest in 2011 to raise our children in a rural environment with great trails, wide open spaces and a great community of wonderful people. They quickly fell in love with the community and pledged to preserve what makes it great. JP has served on the Town Council as both Chair and Vice Chair as well as other roles throughout the community.  JP runs a market research and public health research business serving corporate, federal and state entities. In his free time, he enjoys hiking, trail running, and spending time in the great outdoors.

Dummer

Jon Dummer first came to this community as a kid in the early 1960s, and returned in 2001 with his wife, Debbie, and their daughters, Erin and Jessica, to build a home in Harmony Grove. Having grown up exploring these same hills and trails decades earlier, coming back felt less like a move and more like completing a circle. He has served on the Town Council since 2016 and has been Treasurer since 2020. Being on the Board is his contribution to the fight to maintain our community's rural lifestyle.

Stephanie Rumsey and her husband moved to Elfin Forest in August 2024.  She works full time in technology sales and enjoys riding her horse, biking, running, and walking her dog on the community trails.

Brown

Chondra Brown is a Licensed Massage Therapist, Holistic Health Practitioner, Certified Homeopath, and Certified Lymphedema Therapist dedicated to helping people reduce pain, improve lymphatic function, and support whole-body wellness. Raised in La Costa, Chondra and her husband are proud to be raising their six children in this community they call home. A survivor of Cushing's disease, Chondra combines her personal health journey with years of clinical experience to provide compassionate, evidence-informed care while empowering others through education, and holistic wellness.

Victoria Gamble has been a resident of Elfin Forest since 2018. She shares 4 children—Anna, Catherine, William and Alexander—with her husband, Andrew, who serves on the Fire Safe Council. Victoria enjoys volunteering her time to all the community events that make this such a special place to live including recent efforts to prevent further development of the land for commercial purposes. She runs a headhunting business focused on placing partners with the world's most profitable law firms.

Tamara
Stewart

Tamara Stewart and her family moved to Elfin Forest in 2020. In addition to raising four kids, a dog and a bunny, Tamara has been instrumental in Chairing the Trails Committee and leading the annual Poker Ride to raise for the money for the trails system and monuments found throughout the Elfin Forest valley. She is excited to serve on the Town Council to support and protect this community’s rural character.

Ryan Childs and his wife, Katie moved to Elfin Forest five years ago to raise their boys in a rural community that values connection, the outdoors, and a love for animals. They were drawn to the character of this place, its sense of old Americana and the way neighbors show up for each other. He is committed to protecting that way of life and supporting the mission of keeping Elfin Forest rural.

Dill

Doug Dill has been a resident of Elfin Forest since 1994. He and his wife, Liz raised their two children here. Also, Doug has been a member of the San Dieguito Community Planning Group since 2000.
