COMMITTEES

The Town Council relies on dedicated volunteers who serve on committees that support the needs, priorities, and long-term vision of the Elfin Forest-Harmony Grove community. Residents are encouraged to get involved and contribute their time, expertise, and ideas.

Public Affairs Committee

Committee Co-Chairs: JP Theberge and Scott Sutherland

The Public Affairs Committee advocates for the community's interests at the local and state levels. The committee works to protect community safety, support responsible decision-making, and advance the "Keeping It Rural" mission.

Finance Committee

Committee Co-Chairs: Jon Dummer and Scott Sutherland

The Finance Committee oversees the Town Council's annual budget, nonprofit financial responsibilities, income, and expenses. An annual financial report is presented to the community during the first quarter of each fiscal year.

Communications Committee

Committee Co-Chairs: Victoria Gamble and Stephanie Rumsey

The Communications Committee manages the community's communication platforms, including e-alerts, the Facebook page, website updates, and public outreach efforts as needed.

Traffic Planning Committee

Committee Chair: Doug Dill

The Traffic Planning Committee coordinates with service providers and agencies, such as SDG&E, regarding road closures, maintenance activities, and traffic-related issues affecting the community.

Trails, Monuments & Landscape Committee

Committee Co-Chairs: Tamara Stewart and Jennifer Haack

The Trails, Monuments & Landscape Committee oversees planning and implementation of trail maintenance and the development of new trail opportunities within the community. The committee also supports these efforts through fundraising activities, including the Annual Poker Ride and silent auction.

Social & Events Committee

Committee Co-Chairs: Chondra Brown, Victoria Gamble, and Tamara Stewart

The Social & Events Committee organizes community gatherings and traditions, including the Annual Independence Day Picnic and Parade, silent auction, Holiday Party and Tree Lighting, and other educational and social events designed to encourage community engagement and participation.

Conservation Committee

Committee Co-Chairs: JP Theberge and Ryan Childs

The Conservation Committee works to monitor and coordinate efforts to preserve sensitive habitat within the community. The committee collaborates with conservation partners, including The Escondido Creek Conservancy (TECC), to protect open space, wildlife habitat, and the natural character of Elfin Forest.
