The County of San Diego has formed Planning Groups with the belief that local planning is more responsive to local needs if there is a high level of citizen participation in the planning process.

The unincorporated areas of the County of San Diego are divided into twenty planning areas with the San Dieguito Planning Group being one of these twenty. The communities which are within the jurisdiction of the San Dieguito Planning Group include Elfin Forest, Rancho Santa Fe, Whispering Palms, Del Dios, Mt. Israel, Fairbanks Ranch, Sun Valley, 4-S Ranch, Santa Fe Valley, Rancho Cielo, and the Ecke properties in Encinitas. The San Dieguito area is primarily an Estate Development Area with many idyllic rural qualities which the group diligently works to preserve.

The San Dieguito Planning Group is comprised of fourteen elected citizens whose elected term is four years. The Planning Group holds public meetings beginning at 7:00 PM on the second and fourth Thursdays of each month at the Rancho Santa Fe Fire Station. Typically, the items which come before the Planning Group are controversial development projects which do not conform to the San Dieguito Community Plan or to the County zoning ordinances. Examples of agenda items include the EIR review for the Landfill Expansion, the EIR review of a residential subdivision, and open space encroachments.
